IAccessible2::scrollTo() and ::scrollToPoint() do not work for PDF documents

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
Load a text based PDF into chrome. Use a screen reader (such as NVDA) to read down the document. Observe that the document does not scroll to follow the output.

What is the expected behavior?
the page should scroll to follow the spoken output.

What went wrong?
I have tried calling both IAccessible2::scrollTo() and IAccessible2::scrollToPoint() on either the static text node or the paragraph node. Both return S_OK but the page does not scroll.

Did this work before? N/A 

Chrome version: 64.0.3282.140  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

And I also don't get any EVENT_OBJECT_LOCATIONCHANGE messages for any PDF content if you scroll the page manually (using the mouse).

Able to reproduce the issue on reported chrome version 64.0.3282.140 and on the latest chrome version 66.0.3346.0 using Windows-10. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.
Note: This issue is specific to Windows
