Non-Regression: Tab focus and Chromevox reader focus are seen at different places while tabbing in Select-to-speak settings page

Issue description

Chrome Version:65.0.3325.65/10323.30.0 dev channel Daisy,Kip,Reks
OS:Chrome OS 

What steps will reproduce the problem?
(1)Sign into user ->go to chrome://settings/manageAccessibility ->In text-to Speech,enable Select-to-speak 
(2)Open Select-to-speak settings page(i.e.,chrome-extension://klbcgckkldhdhonijdbnhhaiedfkllef/options.html)
(3)Enable ChromeVox(spoken feedback) >>Keep tabbing and observe the focus traversal(please refer video)


Actual: while tabbing,tab focus is at one place and ChromeVox reader focus at other place
Expected:Both tab focus and ChromeVox reader focus should  be seen at one place

This is a Non-Regression issue seen from M-64.

Note:Issue is not seen in Linux,Windows OS
