DevTools detached window always launches as maximized

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome 63/64 
2. Hit F12
3. Detach DevTools window, it will be maximizized
4. Close Tab / Open New Tab or Restart Chrome, hit F12 again, DevTools window will be maximized again!

What is the expected behavior?
Please do not run it maximized. Or, if this is what you want, keep it, but implement either option to not run maximized every time and/or to remember previous window size/position

Able to reproduce the issue on reported chrome version 64.0.3282.140 and on the latest chrome version 66.0.3345.0 using Windows-10, Mac 10.12.6 and Ubuntu 14.04. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.

Can't reproduce this neither on Mac nor on Ubuntu. Is there any additional actions requred? Viswa, would it be possible for you to record a video?

I was also unable to reproduce this, new DevTools instances do not start maximized.  Archiving, since there has been no activity for weeks.
I think I owe you an apology, confirmed that this is not an actual bug. Thing is probably in the early days since I got my new computer, I've set the pinned icon shortcut to run as Maximized window, and later forgot on it. I probably had reasons to do it. Anyway, once I checked it today when I got an idea and confirmed on other PCs that it indeed does not occur there, once restored the setting it back to Normal window, this does not happen anymore.

Sorry for the false alarm, but it may help someone else :)
