Steps to reproduce the problem:
1. Install https://chrome.google.com/webstore/detail/ublock-origin/cjpalhdlnbpafiamejdnhcphjbkeiagm
2. Got to chrome-extension://cjpalhdlnbpafiamejdnhcphjbkeiagm/dashboard.html#3p-filters.html
3. Hit F12, choose Network

4. Click "Purge all caches"
5. Click "Update"

What is the expected behavior?
1. The extension is successfully loading filter lists from the network
2. These network requests can be seen in the developer tools

What went wrong?
1. (as expected)
2. Network requests are not seen.
