Literally nothing will load — tabs, extensions, settings, *nothing*

Reported by rob.blac...@kachingle.com, Feb 12 2018

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Update Chromium to any build later than 62.0.3202.94 on OS X 10.11.6
2. Launch
RESULT:
- No tab will load any content, not even the Google speed-dial homescreen, not even Settings
- Every tab displays a "sad/broken" favicon
- Notifications pop up for every extension saying it's failed
- In short, Chromium 63+ it literally impossible to use

What is the expected behavior?
Self-explanatory from above

What went wrong?
See above

Did this work before? N/A

Chrome version: 62.0.3202.94 Channel: n/a
OS Version: OS X 10.11.6

Sounds a lot like issue 801889 .
This IS similar to issue 801889 , but in my case I never even get the "progress spinner" or anything that shows any attempt is being made to load the page. And in my case, all extensions are crashing as well — although that didn't happen with v63, only with v64.

But I will comment in issue 801889 to keep things clean for you guys.
