Regression:Focus stays on previous checkbox even after clicking on other option.

Chrome Version:66.0.3344.0 (Official Build)Revision 95f7d22cfff65db8271ee240486238f7d204586b-refs/heads/master@{#535592} (32/64-bit)
OS:Win(7, 8, 8.1, 10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://apps
(2)Right click on drive app > create shortcuts, press tab key till focus reaches first chekbox.
(3)Now click on any other checkbox and observe.

Actual: Focus stays on previous checkbox even after clicking on other option(i.e on checkbox).

Expected: Focus should be displayed on option(i.e on checkbox) if click event is performed.

This is a regression issue broken in 'M64' and below is the manual bisect info
Good Build: 64.0.3256.0 (Revision:513349) 
Bad Build:  64.0.3257.0 (Revision:513642) 

Note: 
1.Issue not seen on Mac(10.12.6, 10.13.1, 10.13.4)
2.Issue is also reproducible on Beta #65.0.3325.51 and Dev #66.0.3343.3 build.

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
