li without ul/ol are rendered with list-style-position: inside, while advertised as list-style-position: outside.

Issue descriptionChrome Version: 66.0.3344.0 (Official Build) canary (64-bit) OS: macOS 10.13.3 (17D47) What steps will reproduce the problem? (1) Copy and Paste the following code in the URL bar with a viewport small enough that lines will wrap. data:text/html,<!doctype html><li>Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua. Ut enim ad minim veniam, quis nostrud exercitation ullamco laboris nisi ut aliquip ex ea commodo consequat.<li>Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua. Bullets should be outside of the text as advertised in the Computed CSS. What happens instead? Bullets are inside. This creates a rendering that at least one site relies on.
