Virtual Keyboard doesn't appear after opening a new tab and omnibox auto-focused.

Issue description

Chrome Version       : 63.0.3239.104, also reproducible in 65.0.3325.56
OS Version: ChromeOS (in touch mode)

What steps will reproduce the problem?
1. Enter touch mode on a touch-enabled ChromeOS device, e.g. the Pixelbook.
2. Open a new tab.
3. Observe the omnibox is now focused, ready to accept a search/url.

What is the expected result?
The virtual keyboard should pop up automatically once the omnibox is focused.

What happens instead of that?
No virtual keyboard appears.
 
This is intentional as there are other options on a new tab page.
We open the virtual keyboard if it was due to user action.

This same behavior is what happens on Chrome on Android and iOS and Safari on iOS.

Ah, I see. I assumed it was different because Chrome on Android doesn't auto-focus the omnibox on opening a new tab. Thanks for your reply!

I'll close this as WAI then.
