Keyboard shortcut for multiple selection of files and folders in file manager

Issue description

Reproduction Steps: 
It would be great if a feature existed that would allow keyboard and screen reader users to select multiple files in the file manager. In Windows and on Mac OS, this is possible. I have not discovered a way to do this on Chrome OS. Also, file navigation is too verbose on Chrome OS because each time I press the down arrow key and I land on a file or folder in the file manager with Chromevox runnig, Chromevox announces the file name selected. This is too much verbiage, and is not needed. At least, a user should choose whether to hear selected files or unselected files.

I can reproduce this behavior. This is a bug and not a feature request because it is possible to select multiple items with the mouse, but not with keyboard.

ctrl+a does select all files, but ChromeVox doesn't announce this.
Shift+up and down arrow does select files contiguously, but using ChromeVox search+up and down, left and right arrows does not announce the state of selection.
