'view-source://' in incognito opens normal tab or normal window with broken page

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3343.3 Safari/537.36 Steps to reproduce the problem: 1. Open an incognito window 2. Enter 'view-source://' What is the expected behavior? In the normal window, entering that string would clear it out from the Omnibox (reverting to what was there before). It would be expected for that behaviour to also happen in incognito. What went wrong? A new normal tab (if the normal window is already present) or a new normal window is opened. When it happens, the Omnibox has the string 'about:blank'. The page would use incognito's background colour RGB '48,48,48,' you cannot right-click and developer tools would state that it was disconnected from the page (when opened via CTRL+SHIFT+I or via menu). Did this work before? N/A Chrome version: 66.0.3343.3 Channel: dev OS Version: 10.0 Flash Version: Related to issue #811139 to some extent. Affects Chrome Canary v66.0.3344.0.

Able to reproduce the issue on reported chrome version 66.0.3343.3 and on the latest chrome version 66.0.3345.0 using Windows-10. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged. Note: This issue is specific to Windows, seen different behaviour in Ubuntu 14.04 and Mac 10.12.6, viewing "view-source://" automatically redirects to "view-source:file:///" Thanks!
