Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3343.3 Safari/537.36 Steps to reproduce the problem: 1. Open a new incognito window 2. Enter 'view-source:' in the Omnibox What is the expected behavior? To either go to the default search engine or display the view-source page as if there was no content at all on the page on the same (incognito) window. What went wrong? When visiting, it will create a new tab on the normal window showing the view-source page. Only line 1 without data. If the normal window is closed and the incognito window is only present (can be multiple), a new normal window will open doing the same thing. Did this work before? N/A Chrome version: 66.0.3343.3 Channel: dev OS Version: 10.0 Flash Version: This also affects Chrome Canary v66.0.3344.0.

Able to reproduce the issue on reported chrome version 66.0.3343.3 and on the latest chrome version 66.0.3345.0 using Windows-10, Mac 10.12.6 and Ubuntu 14.04. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged. Thanks!

This seems like a cornercase in URL parsing that should have a quick fix, but I don't immediately see where. +mkwst@ as a GURL owner
