Empty view-source opens new tab or window outside incognito

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3343.3 Safari/537.36

Steps to reproduce the problem:
1. Open a new incognito window
2. Enter 'view-source:' in the Omnibox

What is the expected behavior?
To either go to the default search engine or display the view-source page as if there was no content at all on the page on the same (incognito) window.

What went wrong?
When visiting, it will create a new tab on the normal window showing the view-source page. Only line 1 without data.
If the normal window is closed and the incognito window is only present (can be multiple), a new normal window will open doing the same thing.

OS Version: 10.0

This also affects Chrome Canary v66.0.3344.0.
 
Issue #811141 refers to this issue as it has similarities. It may need a look into initially.
I had someone to check this on macOS. Was also affected. Chrome Stable v64.0.3282.140.

Able to reproduce the issue on reported chrome version 66.0.3343.3 and on the latest chrome version 66.0.3345.0 using Windows-10, Mac 10.12.6 and Ubuntu 14.04. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.

This seems like a cornercase in URL parsing that should have a quick fix, but I don't immediately see where.
