Unable to reproduce the issue on mac 10.12.6 and mac 10.13.3 using chrome reported version #65.0.3325.51 and latest canary #66.0.3344.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Opened chrome browser. 2. Opened chrome://flags and clicked on drop down. 3. Observed that menu was shown below the box. reporter@ - Could you please check the issue on latest canary #66.0.3344.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Thanks...!!

i did test with canary before filling the bug, and wasnt happening. it's been happening for a while on my current beta install, for several releases, even on profiles with no extensions. i tried to launch canary with the same flags, and it didnt happen either.
