Resizing window using right-hand side passes mouse events to the page (:hover)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. place mouse on right hand side of the window to begin resizing it horizontally 
2. press down mousebutton and keep note of where the mouse was when you pressed down
3. Scroll until a element with :hover enters the spot where you pressed down mousebutton
4: Watch page react to :hover

What is the expected behavior?
For the mouseover to actually follow the mouse that is currently resizing the window like it does when you do the same thing with the left side

What went wrong?
The page gets the mousover even from a pointer that's nowhere near the spot.

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0
Flash Version: 

Might be related in some way to 805984, unsure

Tested the issue on chrome reported version 63.0.3239.132 using windows-10 with steps mentioned below:
1) Launched chrome reported version and loaded the .html file provided in comment#1
2) Pressed down mouse button on right hand side to resize the window vertically
3) Resized the window and hovered the mouse the point where initially it was pressed down
4) Observerd the change in color when mouse is hovered over the place when it is initially pressed down
The same thing didn't happened when it is resizes from left hand side

As per your confirmation in comment#3 we tried checking the issue on latest stable 66.0.3359.181 using Windows 10, the issue doesn't seem to be reproducible in latest version.

@Reporter: Could you please check the same on 66.0.3359.181 and let us know the behaviour. And also please mention if we can close this issue if it's resolved.
