A previously clear-ed float should continue to contribute geometry

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
--> Open https://wptest.center/#/487ld5

What is the expected behavior?
--> Compare the result with the attached test case

What went wrong?
--> The float layout is instable and sometimes returns the wrong result

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 63.0.3239.132  Channel: n/a
OS Version: 10.0
