UKM disabled for unclear reasons

Issue description

Chrome 65.0.3325.51 (Official Build) beta (64-bit)
OS: Windows 10

UKM is disabled for my browser, even though I'm testing with profiles configured to sync everything without an encryption passphrase, with usage statistics enabled.

This happens with both of my signed-in profiles. I've tested it with a freshly launched Chrome with only one, signed-in profile open.

The UKM Debug page says:

IsEnabled:False

ClientId:0

SessionId:0

When I toggled "Automatically send usage statistics and crash reports to Google" off and back on, the UKM Debug page changed to:

ClientId:<redacted>

SessionId:1

That is strange.  Can you maybe attach a debugger and see what happens in MetricsServicesManager::UpdateUkmService?
