Tabs in incognito windows are lost upon relaunching Chrome for an update

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3344.0 Safari/537.36 Steps to reproduce the problem: 1. Open tabs in an incognito window. 2. Open chrome://chrome to check for updates. 3. (In the case that an update is available) Relaunch Chrome as offered to finish installing the Chrome update. What is the expected behavior? Chrome prompts you for action, warning you that your incognito tabs will be lost if you continue. What went wrong? Chrome relaunches without prompting you, and then upon reopening, all of your incognito tabs are in a certain location, specified after the version information of this bug... Did this work before? N/A Chrome version: 66.0.3344.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: ...nowhere. Pain! Scream!

Able to reproduce this issue on Mac 10.12.6 and Win-10 using latest canary #66.0.3344.0. This is a non-regression issue as it is observed from M60 old builds when upgrading from M-60 to latest stable M64. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!

Incognito windows not re-opening is by design -- no information about the these windows can be stored on disk, so they cannot be restored after relaunch. The UX could perhaps mention this, though. bettes@: wdyt?

Changing component as the behavior is intended from incognito point of view, but there can be UI compensations to prevent user pain and scream!
