Insecure HTTP link to Chromium.org for the "The Chromium Project" entry on chrome://credits

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3344.0 Safari/537.36

Steps to reproduce the problem:
1. Open chrome://credits.
2. Find the "The Chromium Project" entry.
3. Click on the "homepage" link.

What is the expected behavior?
You are taken to https://www.chromium.org, which is secure HTTPS.

What went wrong?
You are taken to http://www.chromium.org, which is insecure HTTP.

Did this work before? No 

Chrome version: 66.0.3344.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using latest stable #64.0.3282.140 and latest canary #66.0.3344.0.
This is a non-regression issue as it is observed from M61 old builds. 
In M60 builds, "The Chromium Project" entry is not present.

Hence, marking it as untriaged to get more inputs from dev team.
