[Video capture] Unexpected increase in device enumeration call counts

Issue description

UMA stats show a very large increase of video capture device enumeration call counts. The increase correlates with the rollout of M64 and affects at least all platform where the service is active (Windows, MacOS, Linux). It may affect other platforms, but the UMA stats for the non-service case do not break out device enumeration call counts.

The most likely explanation is that M64 contains a change that somehow triggers device enumeration to happen on every startup of Chrome as opposed to only when a corresponding WebAPI is invoked for the first time. If this is the case, this might be an unintentional regression.

Need to investigate.

This might be caused by r519364, where we disabled caching of enumeration results because SystemMonitor was not reporting all events that were required to keep the cache consistent. This applies to M64.

In M65, we made improvements to the system monitor and re-enabled the cache on Mac (r522524) and Windows (r523716). If the numbers come back to normal on these platforms for M65 then this was the cause.
