Okay, I finally managed to make a working MSAN build. It looks like it just legitimately takes a long time due to the large amount of work it does. It parses about 3000 lines of IDL. Would marking it as Slow be viable?

It's also quite slow even on a regular bot. Add it to SlowTests. This is step 1 to try to remove the Timeout expectation from the test. If it reliably runs to completion on the MSAN bot when marked as slow then I will remove the timeout expectation in a followup change.
