Cursor jumps with touchpad clicked on eve

Issue description

What steps will reproduce the problem?
(1) Place finger at very bottom of touchpad and physically click
(2) Hold button
(3) Place other finger on top right of touchpad without moving

What is the expected result?
No cursor movement

What happens instead?
Cursor jumps up and to the right

Always filter 0 pressure fingers if filter enabled

Because hovering fingers are reported as fingers with 0 pressure, we
should always filter fingers which have 0 pressure, even if a button is
pressed.  This prevents big cursor jumps on eve when the button is
pressed and another finger lands

BUG= chromium:810898 
TEST=Add touchtest and check for regressions.  Test on eve device.
