Needs UI inputs on the following two cases:
1) When user clicks on a thumbnail image under 'My photos' to set the custom wallpaper, it may fail. In this case we need to show an error message to the user.
2) When showing the thumbnails under 'My photos', as the preview of the jpg/png files, some images may fail loading. (It's likely to be a bug when this happens.) In this case, we need to decide if we want to show an error icon, or do not show the grid at all (as if there's no such a file.)

When user clicks on a thumbnail image under 'My Images' to set the custom wallpaper, it may fail. In this case we show "Chrome cannot access the image." error to user. Does this string need to be updated?
