Support FTP |

Issue descriptionCurrently chrome iOS does not support FTP, instead redirecting urls to search. I'm not sure we want to support it, given that it's an incredibly insecure protocol, and probably pretty clunky to download things on mobile, but some users want it. We should make a decision.

Should not be hard to enable the feature: https://crrev.com/c/912435 cbentzel@, palmer@, do you see any issues with enabling FTP for iOS (assuming that iOS Download Manager works fine for this protocol)?

We've had some discussions about deprecating support for FTP altogether. Possibly a good time to re-evaluate.

I strongly believe we should deprecate FTP altogether. We should not re-add it to a place that blessedly does not have it. :) I think elawrence knows the right UMA histograms to track FTP usage for downloads? For MainFrameScheme, we could get rid of FTP today.
