ChromeOS feature request: Move window to top/bottom on 90 deg rotated screen

Issue description

Summary:

I have two monitors arranged like a sideways L; one portrait and one landscape.

I can easily use the window buttons or Alt+[ Alt+] to move a window to the right-or-left side of the screen on the landscape monitor, but that's far less useful on the portrait one. I'd prefer to have a similar way of moving windows to the top and bottom of the screen.


Use case / Motivation:

Some people have portrait monitors and want a tiling-like window management experience.


Existing workarounds:

Manual window arrangement. What am I, a farmer?
