Change channel dialog changes size as user interacts with it.

Steps To Reproduce:
(1)Open Chrome://settings/help/details page
(2)Click on "Change Channel" button
(3)Try to select stable/beta channel

Expected Result:

Actual Result:
Unable to select channel button, focus is moving. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

log if possible.

I am not able to repro the bug described here (I can successfully select every channel), but there is definitely something weird about this UI.

The dialog should not change size as the user is interacting with it. See attached screencast.

Assigning to Steven for further triage.

I can change the channel just fine also. Agreed that the dialog size shouldn't change, but that's a P2 at most. Adding to AboutCrOS hotlist and returning to the triage pool.
