Large file on vm895-m4

There's a big file, /cygdrive/e/DUMP249f.tmp (745MB), on vm895-m4. I was trying to reduce disk usage on this builder (via an alert, bug 809851) and came across it and didn't want to delete a file someone might need.

This is happening again. Can the root cause of that file creation be eliminated, or are we just waiting until this builder migrates to LUCI?

I have no idea what's creating the file, but how do we know it won't also do so on luci?

I thought swarming is supposed to wipe it out, but now I see a path again, and I'm not at all sure.
