appcache.InitResult (Disk Cache Error) proportion has tripled. |

Issue descriptionChrome Version: M63 OS: Windows only. What steps will reproduce the problem? (1) Display the appcache.InitResult "Disk Cache Error" proportion, 1 day aggregation. What is the expected result? Flat or decreasing. What happens instead? 0.0692% on Jan 24th, to 0.208% as of Feb 7th. a 300% increase with no signs of leveling off.

appcache uses SQLite. FileSystem.OriginDatabaseInit/IO Error has a 300% increase in the post 1/24 time period, but FileSystem.DirectoryDatabaseInit is flat. Both are leveldb backed. Could be the same root cause if there was an overall issue affecting Windows I/O. I've also seen an uptick in Notifications.Database.OpenResult/IO Error proportions (up 60%) in the same period. That's also Windows only, but uses leveldb. Sqlite.OpenFailure is flat, I also see a roughly 250% increase in LevelDBEnv.IDB.IOError total counts.

Since Tuesday 2/6 this has been trending downward. I think another week should be enough to be confident that this has peaked.
