Impossible to save a flagged download

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.51 Safari/537.36

Steps to reproduce the problem:
1. Switch locale to Français (Canada).
2. Download the latest version of node.js from the official website.
3. Look at the bottom of browser.

What is the expected behavior?
The browser warns the user that the file may damage the computer, but allow the user to proceed if they wish.

What went wrong?
The user only has the option to cancel the download.

Did this work before? N/A

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3325.51 and latest canary #66.0.3347.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

dtrainor@: This is on my plate for Mac, and the change that broke it is in Mac-specific code ( issue 823108 ). Other platforms would have to be a separate problem.

krajshree@ what file are you using to test the steps in #2?  I'm able to see a "Keep" in the drop down for the dialog.  I think if it's explicitly detected as malicious on linux/windows we don't show keep, but for downloads we think are potentially dangerous based on file type we still have the option.

The "launch" links on this page have worked for me in testing the Mac variant of this:

I see the "Keep" option on the top few of those for linux at least.  sdy@ should all of those break or was there a particular one that you saw broke?  krajshree@ can you try out the instructions for #11 and let me know if you're seeing a failure on a particular link?  Thanks!

I'm going to tentatively dupe this this because the original report only mentions Mac and krajshree@'s reply says that this goes back to M60 on all platforms — which I'm fairly sure would have been noticed. So, maybe the reply was meant for a different bug?
