When Chrome Setting "VideoCaptureAllowed" is set to "Disable" Google Meet should not report a problem with the camera, instead report that it has been disabled by the Admin.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
Set "VideoCaptureAllowed" to disable.
Join a Google Meet.  
Observe the message that displays about your camera.

What is the expected behavior?
Instead of implying their is a issue with your Camera it should state that it has been disabled by the Admin.

What went wrong?
Using Chrome to disable video capture should show error messages that state that CHrome has disabled video capture instead of stating that the is something wrong with the camera.

Did this work before? No 

Chrome version: 64.0.3282.140  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Enterprise customers use this to save on bandwidth, especially in Eastern Europe, Mexico and Asia.

This can be categorized as a feature request if needed.

Hi, this seems to be an issue with Google Meet and not Chrome/Chromium. Please contact G Suite support with this bug.
