What steps will reproduce the problem?
1. Launch chrome, go to https://permission.site/ and click on ‘Location’ button.
2. ‘Allow’ the location permission such that ‘Location’ icon appears in omnibox and ‘Location’ button turns ‘green’.
3. Now reload the page and again click on ‘Location’ button on the page.
4. Observe the ‘Location’ button color.

Actual Result : Color of ‘Location’ button  doesn’t change to green even when ‘location’ permission is allowed.

Expected Result : ‘Location’ button should turn green when ‘location’ permission is allowed.

This is a regression issue broken in ‘M-65’ and providing the bisect using ‘per-revision’ script:
Good build : 65.0.3317.0 (Revision: 528120)
Bad build : 65.0.3318.0 (Revision: 528541)

You are probably looking for a change made after 528465 (known good), but no later than 528466 (first known bad).

@mattreynolds : Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

Note : 
1. This is Mac OS specific issue.
2. Issue is not observed on Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.
3. In good builds, ‘Location’ button turns green immediately upon clicking but in bad builds it takes approx 1 minute to turn green.
4. Issue is also reproducible on #65.0.3325.59 and Canary #66.0.3344.0 build.
