OS: Mac(10.12.6, 10.13.1, 10.13.4), Win(7, 8, 8.1, 10), Linux(14.04 LTS) 

Pre-condition: Sign in to chrome with your google account.

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://settings/autofill page.
(2) Click on "ADD" for Addresses and Credit cards, fill in all the details and click "Save".
(3) Click on avatar menu, then click "Manage People" and Remove the current person.
(4) Sign in again in to chrome with the same account and navigate to chrome://settings/autofill page and observe Credit card details.

Actual: Credit card details saved in first sign in are not visible after second attempt in chrome://settings/autofill page. 
Expected: Saved Credit card details should be visible in chrome://settings/autofill page every time the user signs in.

This is a Non-regression issue seen from M60 series build #60.0.3072.0

Note: Issue is also seen on M-64 Stable(build #64.0.3282.140), M-65 Beta (build #65.0.3325.51) & Canary (build #66.0.3344.0).
