CCA: 'Toggle multi-shot' captures more photos than expected. Unnecessarily 'Take a picture' tool tip is seen.

Chrome Version: 66.0.3343.0/10387.0.0 dev-channel Cyan,Paine and Gnawty
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Launch Camera App
(2)Now enable 'Toggle multi-shot' option -> click on 'Take a picture'  
(3)Now Use Right/left arrow buttons from keyboard to select Toggle filter options -> observe delay is seen to capture pictures, 'Take a picture' tool tip is seen unnecessarily and also observe after 3 pics again picture is seen captured
(Please refer Video) 

Expected:
a)No delay should be seen to capture pictures 
b)Unnecessarily 'Take a picture' tool tip should not be seen
c)Only 3 pics should be captured after enabling 'Toggle multi-shot' 

Actual: Instead  
a)Delay is seen to capture pictures 
b)Unnecessarily 'Take a picture' tool tip is seen
c)Another picture is captured even after  3 pics are captured 

This is Regression issue as same is working fine in M-65 Cyan

1. Which recent M65 builds you tested worked fine?
2. Is this still reproducible on the latest M66 builds?

2)Able to reproduce the issue on M-66 latest build 66.0.3344.0/10402.0.0.

Summary: CCA: 'Toggle multi-shot' captures more photos than expected. Unnecessarily 'Take a picture' tool tip is seen. (was: Regression : Delay is seen for capturing pictures on enabling 'Toggle multi-shot' option in Camera App)
There are 3 separate issues in this bug:
a)Delay is seen to capture pictures 
b)Unnecessarily 'Take a picture' tool tip is seen
c)Another picture is captured even after  3 pics are captured

a) is a performance regression. I filed a separate bug (https://bugs.chromium.org/p/chromium/issues/detail?id=813387) and will investigate.

b) and c) seem to be UI/app related. Could yuli@ investigate?

b. Delay: tooltip took too much time to disappear.
c. Delay: multi-shot showed only 2 taken-picture-preview at first and the 3rd one was delayed.
It seems b and c have the same root cause of a; it might be Chrome performance regression?
