What steps will reproduce the problem?
(1) Launch chrome, navigate to https://mail.ru(Translate bubble appears). 
(2) Tap touch on Options button in the translate bubble to display a list.
(3) Now try to close the translate button by tap touch on the x sign in the bubble and observe.

Actual: Unable to close the translate bubble by tapping on x when options list is open.
Expected: Should be able to close the translate bubble by tapping on x when options list is open.

This is a non-regression issue, seen from M-65 build #65.0.3296.0.
  
NOTE: 
1. Issue is also seen on Beta(build #65.0.3325.51), Canary(build #66.0.3344.0)
2. This issue is reproducible only on Windows 10 touch device.
