What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, click on ubertray and click on Time
(2)In Time overlay, keep hitting continuously the down/up arrow in the Timezone dropdown and observe 

Actual: Unnecessary flickering is seen
Expected: No such issue should be seen

This is a Non-Regression issue seen from M62

NOTE: 1. Issue is seen on M63 stable, M65 and M66 dev also.
      2. Issue is seen in sign-out screen also.
