What steps will reproduce the problem?
(1) Go to chrome://chrome with an Ent enrolled device
(2) Change channel to more stable channel (e.g. dev -> beta)
(3) Channel is changed but no update is received since not allowed by policy
(4) Wait until Beta channel is higher that the Dev version 
(5) Device will receive the AU (due higher version) and Powerwash notification is seen
(6) Beta update is completed but no powerwash is performed (expected since not allowed by policy) 

What is the expected result?
No "powerwash" notification should be displayed

What happens instead?
"Powerwash" is displayed
