Improve accessibility in crosh shell

Issue description

Version: 66.0.3329.0
Reproduction Steps: 
1. Enable Chromevox.
2. Ctrl+Alt+t to get into crosh.
3. Type shell.
4. Type text, commands, anything.
Expected: Chromevox would honor the typing echo setting selected by the user. This is not the case. The letters are uttered, and the previous letters are uttered along with the new ones. Sometimes, Chromevox tells me text deleted. Once pressing enter to trigger a command, Chromevox does not read out the output. Chromevox should read out the content of the output. Finally, I could be missing it and it could be obvious, but I have found no way to read the contents of the window, to review the output messages.

This is a known issue; you can in the meantime Search+Up and Down to read by line in the terminal buffer.
