Issue descriptionVersion: 66.0.3329.0 Reproduction Steps: 1. Enable Chromevox. 2. docs.google.com>>make sure accessibility mode and Braille support is enabled>>create a new document or open a new one. 3. Write one line of text, press enter three or four times, and write the second line of text. 4. Use character navigation commands to move back to the blank lines, and navigate through them by pressing left and right arrow. Expected: As the user passes through a blank line, Chromevox ought to announce that there is a blank line or a new line. It is important that a user has an idea about what he or she is navigating. Google Docs is a tool I use and rely on for productivity, and it is important that I know what the layout of my document is. Not knowing that there is a blank line effects my understanding of the layout of the document. Actual: Chromevox announces space, space, and occasionally, new line. I have found no consistency in what it will or will not announce. If there are less than three lines, pressing left arrow or right arrow might announce new line, space, or it might even read out the entire line of text I have just reached. This behavior is not what the user expects.
