Google Docs, Braille Support Enabled, Lines announced Twice

Issue description

Version: 66.0.3329.0
Reproduction Steps: 
1. Enable Chromevox.
2. docs.google.com>>open a document or create a new one. Make sure accessibility support is enabled, Braille support enabled.
3. Read a line of text. If it is a blank document, write a line of text and read it. I use up/down arrows to navigate the document.
Expected: The line should be uttered once, only once.
Actual: The line is uttered twice. This does not occur with Braille support disabled.
