Cfm client side issue: CFM devices can no longer be rebooted using the remote 'hang up' button while in Meet mode.

Issue description

ChromeOS version:  63.0.3239.140 (stable-channel guado)
Cfm device model:ASUS Chromebox CN62 (Google_Guado.6301.108.4)

Case#: 14807931

Description:CFM devices can no longer be rebooted using the remote 'hang up' button while in Meet mode.

Steps to reproduce:
1.- Turn on the device in Hangouts mode 
2.- Press and hold the 'hang up' button on the remote 
3.- Wait a few seconds and the CFM restarts 
4.- Switch to Meet mode and repeat step 2 
5.- Wait and nothing happens 

Current Behavior / Reproduction: The device doesn't reboot using the 'hang up' button on the remote while in Meet mode.

Expected Behavior: The device should reboot by the 'hang up' button on the remote even in Meet mode.

- Does it affect all devices? 
Old CFM hardware kits. New CFM kits work ok

This issue was previously fixed in b/68663414. 

ryutas@, does the issue repro in your environment? What do you mean by "old" and "new" Cfm kits?

I've just retested with M63 and M64 on guado and not seen any issues. Tested both the old Hangouts classic and the new Hangouts Meet experience.

By old kits I mean, the kits with Jabra mics and a remote. The new kits come with a touch panel and new speaker (no remote)

The old kits running meet no longer allows us to reboot the box holding the hangup button on the remote.

The new kits with the touchpanel have a hangup button on the touchscreen that works fine.

Sorry for late update.
I could reproduce the problem only a few times.
I was keep rebooting CfM(Meet) from the remote and the reboot button on the remote control stopped working suddenly.
In my case, it starts working after rebooting the CfM so it may not be the same problem as customer.

I can't reproduce the issue either - Tested with Guado, Chrome 63.0.3239.140, new Meet enabled, remote dongle is directly connected to Chromebox. Long-pressing "hang up" button reboots Cfm as expected.

Reviewed the logs in #1 again.
- One of the two ChroemOS debug logs indicates the remote dongle is not connected.
- The other log indicates Logitech wireless device is connected, in addition to camera/. Does the issue persist when those wireless devices are not connected?

If the issue persists, please submit a feedback report after issue repro. This way user doesn't need to reboot Cfm, and feedback report contains some additional info such as Cfm app version. Please note the date/time and device serial# feedback is submitted from, so we can find the report in server.

@Min, have you seen this issue in test environment?
