[Feature Request] PWAs as Chrome Desktop Apps

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.140 Safari/537.36

It'd be neat for PWAs to be able to morph into Chrome Apps (like the ones from Chrome Webstore) and that the applications can ask for certain permissions at runtime.

Unless I've missed it and it already exists, I think this would be awesome.

Oops, I've missed this announcement about discontinuing Chrome Apps: https://blog.chromium.org/2016/08/from-chrome-apps-to-web.html

I've been developing on Chrome OS, so I hadn't noticed the disappearance of the apps because they still work there.

It'd be awesome for PWAs to be able to request all sorts of permissions at runtime similar to Android apps.

Is this already the plan?

So, it *seems* like it's planned. I hope it doesn't take forever!
