Show extension notification sources in WebUI content settings

Issue description

Currently, notifications in WebUI content settings does not show extensions.

On the other hand, settings in Chrome OS specific notification center shows notifications from all sources.

It is the proper behavior and it can be confusing. WebUI catalogs permission acquired through Chrome only (site permission) while the notification center is absolutely all sources in the OS and is the only place to set notification preference for everything (extension, web, arc, system). It is a weird paradigm, the notification center should have its own section in the settings but it could increase confusion even more as to what is system and what is browser.

We'll most likely continue to do that until Chrome OS settings are separated from browser, which is pretty far down the line and rather complicated.
