Requests to PDFs do not show actual size, or file content in "Preview" and "Response" tabs

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3343.0 Safari/537.36 Steps to reproduce the problem: 1. Open a new tab and open the Network Panel of the Dev Tools 2. Visit a PDF file (e.g. http://www.pdf995.com/samples/pdf.pdf) 3. Observe the PDF file request size 4. Click on the PDF file request to open the side panel 5. Click on the "Response" tab and observe its contents What is the expected behavior? The request for the PDF file shows the real file size of the PDF (423 KB), and the "Reponse" tab shows the raw contents of the PDF file. What went wrong? The request for the PDF file shows a file size of 517 B, and the "Reponse" tab shows a UUID instead of the file contents. Did this work before? N/A Chrome version: 66.0.3343.0 Channel: canary OS Version: 10.0 Flash Version: I'm not sure if this behavior is a consequence of some other more generalized issue. I've included screenshots from Firefox 60 which behaves in the way I expect in showing the file size and the raw file contents.

Presumably you don't care to see the response in Response tab, right? But I do agree the filesize shouldn't lie about being 517 bytes, when its definitely not.

I suppose if you wanted to keep it consistent, you could display the "This request has no response data available" message in the Response tab like what is done for images (for performance reasons I assume). But then you'd definitely want to show *something* in the preview tab, but I don't know if a minimal PDF viewer is a practical solution to that.
