Downloading PDF is Astronomically Large

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Download pdf file
2. 
3. 

What is the expected behavior?
File is normal size

What went wrong?
File is astronomically large (about 100x larger). 100 kb files are now 100 mb size

Did this work before? N/A 

Chrome version: 64.0.3282.119  Channel: stable
OS Version: OS X 10.11.3

Unable to reproduce the issue on chrome reported version 64.0.3282.140 using Mac 10.12.6 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: http://www.sample-videos.com/download-sample-pdf.php
2) Downloaded 5MB file, after downloaded file size showing as 5MB

Please find the attached screencast for your reference, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.
