url secure site icon missing color and https:// portion

Issue description

Chrome Version: 66.0.3343.0
OS: Android O
Device: Pixel 2

What steps will reproduce the problem?
(1) Go to https://webvr.info/samples/
(2) Enter VR Browsing

What is the expected result? url should match what is seen in 2D mode

What happens instead? See screenshots to compare. Color is missing from lock icon and https:// is missing from url.

@Chris, is this the desired behavior or a regression?

@dbbrooks, is this different from what happens in M65?
M65 is the same. But in M64 it's green and the https:// is showing.

This is intentional, and is driven by the UX spec.

Highlights are:

- Do not show https scheme (same as http)
- The only "color" used is red, on dangerous pages
- Do not show trivial subdomains like www. and m.
- Use fade elision (fade the edges of the URL instead of using ellipses)
