Steps to reproduce the problem:
1. Download sweet tax documents
2. Visit chrome://downloads tab
3. Click the "More actions..." button

What is the expected behavior?
The "Clear All" menu item should be visible.

What went wrong?
The "Clear All" menu item is not visible. I can't clear all my tax document download history (at least, via the chrome://downloads tab).
