There are a few remaining Win7 NVIDIA bots on the chromium.gpu.fyi waterfall like:

Win7 x64 Release (NVIDIA)
Win7 x64 Debug (NVIDIA)
Win7 x64 dEQP Release (NVIDIA)

These should be cut over to Win10. This can be done by:

1) Switching their Swarming dimensions in https://cs.chromium.org/chromium/src/content/test/gpu/generate_buildbot_json.py to those for the Win10 bots, and adding duplicate configurations for the bots named Win10;
2) Making a tools/build change to rename the bots to Win10 after they're green;
3) Restarting the chromium.gpu.fyi waterfall;
4) Making a change to https://chromium.googlesource.com/chromium/src/+/infra/config to rename the bots on the LUCI console;
5) Removing the old Win7 configurations from generate_buildbot_json.py.
