Consider acking resize after commit

We have seen significant improvements after acking resize in DidCommitAndDraw instead of DidReceiveCompositorFrameAck (https://chromium-review.googlesource.com/c/chromium/src/+/882612). We might see further improvements if we ack after commit, but some bots fail when I make this change so we should investigate why.

Since cblume@ is looking to move LocalSurfaceId allocation to the compositor thread, I was thinking we can reassign to bug to him for the time being? WDYT, Saman?
