OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch chrome, open NTP and Inspect the page to open devtools. 
(2) Navigate to Show Console Drawer > Request blocking.
(3) Now try to get tab focus on 'Add pattern' link and observe.

Actual: Unable to get focus on 'Add pattern' link using tab.
Expected: Should be able to get focus on 'Add pattern' link using tab.

This is a non-regression issue, seen from M-59 build #59.0.3067.0.
