Regression : Default focus ring is not seen on ‘Enter passphrase’ button.

Issue descriptionChrome Version : 66.0.3343.0 (Official Build) ceb89e8235ab8b934c9cbe424543ccdd160933d4-refs/heads/master@{#535276} 32/64-bit OS : Mac(10.12.6, 10.13.1, 10.13.4) What steps will reproduce the problem? 1. Launch chrome, click on Avatar icon and sign in to chrome with an account that has sync Passphrase. (do not enter the Passphrase) 2. Press ‘Cmd + Shift + M’ keys to open Avatar menu and observe the ‘Enter passphrase’ button. Actual Result : Default focus ring is not seen on ‘Enter passphrase’ button. Expected Result : Default blue focus ring should be seen on ‘Enter passphrase’ button. This is a regression issue broken in ‘M-64’ and providing the bisect using ‘per-revision’ script: Good build : 64.0.3264.0 (Revision: 515410) Bad build : 64.0.3265.0 (Revision: 515780) You are probably looking for a change made after 515522 (known good), but no later than 515523 (first known bad). Issue is also reproducible on Dev #65.0.3325.51 and Stable/Beta #64.0.3282.140 build.

jlebel: does the "Enter passphrase" button get initial focus when this bubble opens? I think that's the bug here. This is definitely not Pri-1, though.
