Non-Regression: Toggle button is not clickable when clicked on the 'Highlight each word as it is spoken' in chrome://settings/manageAccessibility

Issue description

Chrome Version: 66.0.3342.0./10384.0.0 dev-channel Kip, Peppy and Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/manageAccessibility
(2)Click on Open select-to-speak settings and click on 'Highlight each word as it is spoken' and observe

Expected: Toggle button should be clickable when clicked on the 'Highlight each word as it is spoken'
Actual: Toggle button is not clickable when clicked on the 'Highlight each word as it is spoken'

This is a Non-Regression issue seen from M64

NOTE: 1. Issue is not seen on Windows and Linux
      2. Issue is seen on M64 beta and M65 dev also

Makes STS toggle button label clickable and work with enter key.

This copies behavior on chrome://settings pages where tapping
anywhere in the option box can change the state of the toggle,
or having keyboard focus on an toggle element and clicking 'enter'
changes the state.
