Regression: Delay is seen in rotating the Sync settings screen

Chrome Version: 66.0.3342.0./10384.0.0 dev-channel Kip, Peppy and Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Sign in to user
(2) In Sync settings screen, try rotating the screen using Ctrl+Shift+Reload and observe

Actual: Delay is seen in rotating the screen
Expected: No such delay should be seen

This is a Regression issue as same is working fine on 65.0.3325.36/10323.21.0 dev

NOTE: Issue is not seen on Windows and Linux
